What are the responsibilities of the Federal government based on our constitution?

Hello major news organizations,

Can you direct me to an outline of what the responsibilities of the president and Federal congress people are based on our constitution. Are they effectively performing their jobs based on the constitution and back it up with facts.

You should have volumes of relevant articles and it should be easy to find. I'm not looking for opinions and pages of fancy words. Can you simply lay out the key points for me on say a half a page.

I'll tell you what, get me some good facts and I'll be happy to share and forward the information to others.

The current session in congress is about to decide if the current tax cuts should be extended for all or just for some. Don't give me your opinion, give me the facts. Why should any ones taxes be raised? Why doesn't the Federal Gov just spend less money?
